Is there a way to create a Bill of Materials in MaintainX?

You can input the parts and cost into inventory and then in the work order attach/add the parts to said work order along with the time and any additional costs and possibly print that out but if you are looking to have a bill for a customer I don't think they have anything as far as external billing
